(b)落實(shí)政府采購(gòu)政策需滿足的資格要求：本項(xiàng)目專門面向中型、小型、微型企業(yè)，執(zhí)行《政府采購(gòu)促進(jìn)中小企業(yè)發(fā)展管理辦法》的通知財(cái)庫(kù)〔2020〕46號(hào)）。本次采購(gòu)若符合政府強(qiáng)制采購(gòu)節(jié)能產(chǎn)品、鼓勵(lì)環(huán)保產(chǎn)品、扶持福利企業(yè)、促進(jìn)殘疾人就業(yè)、支持中小微企業(yè)、支持監(jiān)獄和戒毒企業(yè)等政策，將落實(shí)相關(guān)政策。

(b)Qualification requirements to be met to implement government procurement policies: This project is specifically aimed at medium-sized, small, and micro enterprises, and will implement the Measures for Promoting the Development of Small and-sized Enterprises in Government Procurement (CaiKu [2020] No. 46). If this procurement meets the policies of mandatory purchase energy-saving products by the government, encouragement of environmental protection products, support for welfare enterprises, promotion of employment for the disabled, support for small and medium-sized enterprises and support for prison and drug rehabilitation enterprises, the relevant policies will be implemented.

(c)本項(xiàng)目的特定資格要求：（1）本項(xiàng)目專門面向中型企業(yè)或小型、微型企業(yè)采購(gòu)；
（2）投標(biāo)人須為中華人民共和國(guó)境內(nèi)注冊(cè)的，具備獨(dú)立承擔(dān)民事責(zé)任能力的企業(yè)或其他組織；
（3）投標(biāo)人在近三年內(nèi)無(wú)行賄犯罪記錄，未被政府采購(gòu)監(jiān)督管理部門禁止參加政府采購(gòu)活動(dòng)，同時(shí)未被列入 “信用中國(guó)”網(wǎng)站(http://**.cn)中失信被執(zhí)行人、稅收違法失信主體或“中國(guó) (略) ”(http://**.cn)政府采購(gòu)嚴(yán)重違法失信行為記錄名單的投標(biāo)人（以投標(biāo)截止之日前三年內(nèi)的信用記錄為準(zhǔn)）；

(c)Specific qualification requirements for this program: （1）This project is specifically for procurement by medium-sized enterprises or small and micro-sized enterprises.(2) The bidder must be an enterprise or other organization registered within the territory of the People"s Republic of China, with the ability to independently civil responsibility.（3) The bidder has no record of bribery crimes in the past three years, has not been prohibited from participating in government procurement activities by the government procurement supervision and management department, and has not been listed as a dishonest subject, tax violation dishonest subject on the "Credit China" website (http://**.cn) or on the "China Government Procurement Network" (http://**.cn) as a government procurement seriously illegal and dishonest behavior record list (the credit record within three years before the bid deadline shall prevail)(4) Different suppliers whose unit heads are the same person or who have direct controlling or managing relationships shall no
